2019 in review

Actively promoting the construction of Hainan Free Trade Zone and Free Trade Port

In 2019, Sanya has completed the reform of government agencies, and the number of municipal government agencies was reduced from 35 to 29. 

Sanya has established a system innovation project library, among which 5 results were selected into the Hainan Free Trade Zone system innovation case.

International events such as the 2019 World Laureates Sanya Forum, and the first Forum on China-Africa Cooperation in Agriculture were successfully held. Sanya opened 24 newly overseas routes, and a total of 55 overseas routes were operated throughout the year, with 46 overseas navigable cities. Sanya has docked and negotiated with more than 200 enterprises, and has signed 108 strategic cooperation agreements. In 2019, a total of 8,228 talents were settled in Sanya and 1,141 foreigners were granted employment residence permits.

Firmly boosting the construction of an international tourism consumption center

In 2019, the number of voyages of yachts and sailings increased by 58.7% year-on-year, and the number of inbound and outbound cruises increased by 29.7% year-on-year. Sanya has successfully hosted more than 100 festival events such as the Second Hainan Island International Film Festival, the Third Sanya International Music Festival, and the FE Formula Electric Championship.

The second phase of Sanya International Duty Free City opened to customers, and sales of duty-free goods increased by 35% year-on-year.

Active preparations have been made for the sixth Asian Beach Games in 2020, whose emblem, slogan and mascot were officially released. The venue facilities project was advanced in an orderly manner, and the construction of Sanya Sports Center was started.

Sanya launched a three-year action plan to encourage the development of the night economy, and fostered the brand of "the Night of Sanya" .

Continuously optimizing the development environment and basic conditions

Sanya took the lead in establishing the Business Environment Service Bureau in the province, and issued the Sanya City Action Plan for Optimizing the Business Environment (2019-2020) to strengthen the assessment and evaluation of business environment, so as to create an international and convenient business environment based on rule of law.

Sanya was selected into the first batch of "zero waste city" pilot project and the third batch of pilot cities in treating urban black and odorous water. And the construction of National Marine Ecological Civilization Pilot Zone, and National and Provincial Forest City have been progressed in an orderly manner.

Key tasks for 2020

To promote the international tourism with diversified measures

In 2020, Sanya will focus on tourism to promote consumption, accelerate the construction of an international tourism consumption center, and enhance tourism competitiveness with high-quality products. It will actively promote the construction of the Hello Kitty Theme Park, and put the Chinese Lego Theme Park, FE Racing Theme Park, ISY Music Theme Park and other projects into operation.Sanya 

In addition, Sanya will speed up the construction of cruise tourism center, implement the Hainan-Hong Kong-Macao Free Flow of Yacht policy and a more convenient offshore duty-free policy, as well as propel the construction of stadium facilities so as to ensure the success of the sixth Asian Beach Games in 2020.

To advance the development of the Sanya Central Business District

In 2020, the Sanya Central Business District will be developed from a high starting point, to promote the enterprise-oriented management and market-oriented operations of the Administration Bureau of the district.

Sanya will plan to promote the cooperation with top international medical institutions and the integrated development of medical health and tourism industry, taking the establishment of a National Health Tourism Demonstration Base and a Traditional Chinese Medicine Health Tourism Pilot Zone as the starting point.

To introduce more than 100 enterprises into Yazhou Bay Science and Technology City

In 2020, Sanya will improve the innovation ecological chain of the science and technology city this year, and Yazhou Bay Science and Technology City strives to introduce more than 100 enterprises this year and complete an annual investment of 10 billion yuan.

Sanya will make great efforts to cultivate a “Silicon Valley” of seed breeding, and to actively deploy a number of national key laboratories, in a bid to build a science and education city of international standard, and start the construction and transformation of public education and supporting facilities in the city.

To continue to give priority to the development of education

Sanya will continue to give priority to the development of education, to complete the school construction such as Sanya High School Affiliated with Shanghai Foreign Studies University, and to put the projects into operation such as Sanya Nankai Middle School, Hainan International High School Affiliated to Wesleyan College in the United States, British Weiya Public School, etc. as soon as possible.

To boost the construction of the emergency medical rescue system of the "Greater Sanya" Tourism Economic Circle

Sanya will improve the level of medical and health service, strengthen the cooperation with well-known medical institutions, so as to build a number of national and provincial key specialist facilities. The construction of Gaofeng hospital will be started, to realize the standardization of primary medical institutions, and boost the construction of the emergency medical rescue system of the "Greater Sanya" Tourism Economic Circle.

To improve the people's livelihood security system

Sanya will improve the people's livelihood security system, further improve and implement employment and entrepreneurship support policies, strengthen vocational skills training, and strive to create 20,000 new jobs. In addition, Sanya will strengthen the construction of affordable housing and talented housing, develop public rental housing, and build residential housing for local residents.
